| Comment | It would be polite to ask the person that maintains it, but it is your garden, and you shout be free to use it, as long as you are not taking up the whole garden (especially with social distancing in force). The down side with asking, is if he says no, then you're in an awkward position of being told you can't, when you're quite entitled to. Some recognition of his efforts are due though.
"It is easier to ask forgiveness than permission".
On a side note, I'm led to believe that if you put black bin bags on the water, in direct sunlight, the black absorbs the heat and warms your pool.
