Not at all trying to justify it, but it's increasingly apparent from [the epidemiological evidence](https://twitter.com/mugecevik/status/1257392347010215947) that outdoor events are very low risk for transmission, and that the prerequisites for the spread of the disease are extended indoor contact with poor ventilation. This is the reason the [UK scientific advisors gave for relaxing restrictions south of the border](https://inews.co.uk/news/coronavirus-catch-outside-indoors-why-get-covid-19-explained-426628).

Of course, this is not yet fully understood, so mass outdoor gatherings should not be condoned until the mechanism of transmission is better known, but just to mollify people's concerns that these gatherings are going to have any significant impact on the transmission rate.
