I thought my point was quite clear but I guess not - it wasnt that fines can't be handed out for littering it's that trying to do it specifically there when there's hundreds of people and you can't tell whose litter is whose, or even what is litter and what isn't - folk haven't even littered until they've already walked away without picking up their rubbish.
It's different from you on your own obviously pinging a fag right in front of the guy.
