Here's how it plays out in KG when you're trying to fine folk who've left their empty cans lying there.
"That's no mine"
"You're getting fined anyway"
"No I'm not" and walk away.
We're taking about the equivalent of a traffic warden. The difference is the traffic warden has your reggy plate. The idea of someone whose not the polis or a traffic warden fining you is comical to me.
I'll concede that it would be a small deterrent, and that if the actual police did it they could at least successfully issue a fine to someone, but I'd bet you all the fine money put together that the hill still looked like that at the end of the night.
