Honestly people have given grate educational ideas so far. However, I do agree that fines should be in place and that police and public servants should be trained for this as well. I lived in 5 different countries and I've not seen littering as bad as Glasgow although some areas outside of Glasgow are also badly affected.

Many countries have heavy fines for littering and it is effective as long as law enforcement is trained on how to deal with it.

I think for nature walks and parks an interesting idea would be a system where people can deposit trash and collect tokens towards a reward.

That being said I really think this needs a proper lobbying group as there's a variety of very effective approaches that could help that simply can't be put in place without appropriate policies. Rubbish collection in Glasgow is SHOCKINGLY bad. That alongside with government pressuring supermarkets and manufacturers to reduce unnecessary packaging are things that are desperately needed.
