Primary and Secondary education would be the target. I remember people in primary school either didn't know better, or thought it was acceptable to litter as their parents/peers did it, and by high school it became apparently cool to do it. Infuriating, I know.

As sawbonesromeo said, something along the lines of a school-friendly version of how we're absolutely fucking the planet and local wildlife at the same time would hopefully make a bit of a change.

But yeah, in some cases it could easily be a whole range of problems, and the litter you see on the street is just a by-product. If someones life isn't going great or they want to 'fuck the system' not sure what can be done about that, because the police certainly wouldn't care.

Teach them while they're young, that all the dolphins are definitely going to die if they don't change their ways.
