Legally you can't but it's of course at least possible people could illegally even if it would be very difficult to do.
I suspect the reason it's not so obvious they're police here is that they were just very quickly mobilised and it was more about responding to the threat timely than making sure they had the gear that identifies their job best. With more time to get suited up they'd probably look like the heavily armed guys you see at the airports or whatever. |
