"Shoot to injure" isn't a thing used anywhere outisde of Hollywood. It's near impossible to hit a flailing limb - even at close quarters. If the decision is made to send in armed police, then they go in fast and hard and they'll keep putting rounds into their target's centre of mass until they hit ground.
