| Comment | I think the main idea there is that there are real limits to the extent to which you can help such people, as many of them do not want to be helped - no amount of funding for alcohol/drug counselling and emergency housing etc will make a difference to someone who is far enough into the downward spiral. Instead seek to intervene earlier in the process, identify and intervene the points at which someone is in that downward trajectory, and so prevent the number of people who enter that state in the future. |
