I'd suggest yeah, the employees of the shop.

I've worked in plenty of shops before that have a no shirts/no shoes no service policy.

Some places would be lucky enough to have security, but if they don't then the best you've got is to refuse service and ask them to leave.

Had it loads of times on sunny days, people stoating in steaming with taps aff then having to ask them to leave or put a top on. Most people would be a bit annoyed about being asked, or give a bit of chat back, but they all left or stuck a top back on.

If all the shops do it, then people will get pretty sick of not getting served and put a mask on.

Bus drivers again, yeah, unfortunately hold up the bus until they stick on a mask or get back off. Same logic.
Same way as if someone doesn't have their fare.
Don't see many bus drivers letting people off with the fare.
