If the council give a pub a 3am licence then the likelihood of antisocial behaviour at 3am goes up. Now, it is still the fault of the people who are committing the anti social behaviour but the council could have prevented this by not issuing a 3am licence.
In this case, the anti social behaviour could have been mitigated by closing streets and allowing licensed pubs to have extended beer gardens in the street outside (as is happening elsewhere). This, would have likely reduced the incidence of antisocial behaviour.
All this is going to do is push the antisocial behaviour into the streets / elsewhere. As the top comment said everything is closed and a lot of people are out of work, what else to do but get pished? |
