It's only wasteful if you're wedded to the economics of landlordism. When housing becomes a public good, then there's less need to worry about profit and loss.

There's probably some advantage when it comes to luxury or unusual properties, but for actual necessary housing, I'd much rather trust a public body that can be held publically accountable than just some guy who happens to own a flat.
