Comment	cyclists should be legally made to wear hi viz, helmets, and use lights at all times and fined if they don't comply. if a cycle lane exists they should be required to use it unless its in bad repair or blocked. parking on cycle lanes should be an automatic fine and points on the licence. Citizens should be allowed to grass on bad parking for a cut of the fine. someone make a wee grass app.
