You've got a few answers about Paisley, so I'll chip in on my experience with flats near the city centre. I've been a student at Strathclyde for 4 years and starting my masters there in September.

Most of my student friends live in Dennistoun - you can get a good price flatshare there but I'm not sure that you'll get anything as cheap as in Paisley. You might get a studio/1 bedroom for the top end of your budget, but remember that bills, etc. will also be entirely your responsibility. I have a few friends who cycle from Dennistoun as well and they seem to find it ok.

I personally live on the southside in Govanhill, which isn't a great area but I haven't seen any trouble yet. It has good transport links and cycle lanes to the city centre, too. You can get some pretty cheap flatshares in Govanhill as well.

I know you didn't ask, but just fyi, I'd personally avoid student halls. They're so expensive and though some of them are in a really good location you won't know who you're living with until you're there, unlike a flat share where you can meet the people first.

Hope this helped, and good luck!
