Don't chain your bike to the railings. In the event of the bike getting stolen, the railings will inevitably get damaged. That opens up a whole load of shite about who's responsible for the repair. In the end, the rest of the homeowners end up having to pay. Happened at my place with a bike chained to a plastic pipe outside. When it was eventually stolen, the plastic downpipe, gutter and soffits were all damaged. Factor wasn't interested, bike owner moved out during it all, and his landlord just blanked the entire issue. The rest of us paid for the repair in the end. £50 each for a stranger's bike that got stolen. Pish.


Also, the chained up in the stairwell thing - it's irresponsible. Stairs are for access and egress into the building - particularly in the event of fire. Bikes present an obstacle for firefighters entering a building, and residents evacuating a building. Plus, it's unfair for other's belongings to clutter a shared area. Keep it in your flat.
