This is to my understanding the legislation a doctor within a hospital uses to detain someone for 72 hours after they have been detained, on a short term basis by police or ambulance or whatever. I believe it is s34 of the Mental Health (care and welfare) (scotland) Act 2003 which sets out the need for warrants, to enter (not necessary in this case) but then to also remove a person for assessment.
The police may be able to take a carrot/stick approach using a bit of verbal judo to entice the person to go to hospital of their own accord, but strictly speaking they could refuse, and then you are back to a civil matter.
