They’re used to accommodate peaks and troughs in gas usage. When usage falls, they expand and fill with gas. Then when gas use rises again they deflate. They’re needed because if you just had all the gas in metal pipes which don’t expand then you would have to exactly match supply with demand, which would be difficult if not impossible. This way the supply can be constant at gas co’s end.
