Not sure what areas you mean. The line in question has been developed on in several locations....eg, Kirklee, Kelvindale, Maryhill Tesco... You couldn't reopen it any further west than the Botanics.
Admittedly you could potentially run it through the old tunnels from Exhibition centre to the Botanics, but then you'd have to find an alternative route through to other areas....
