Bust the cctv.
I have an airbnb flat below me and it is a pain in the ass. They just leave their rubbish at the back door and expect it to magically make its way to the bins out back. Last time i brought it back upstairs and dumped it at their front door with a polite notice.
Write to your factor about it and get everyone else in the building to do the same. They should then do something about it.
