If anyone done that to anyone I know if call them out on it. They wouldn't like it if you grabbed their skirt or top and lifted it. Some women are just trashy.
If a person chooses to flash (in the right circumstances, not kids around and it's a harmless bit of fun) that's different but don't do it to other people. Not cool.
