Kilts are far younger than most people who don't know about it think and under garments have been around for a pretty damned long time. The idea of William Wallace wearing a kilt or whatever is as historically accurate as the rest of Braveheart - it's not.

Modern kilts only go back about 300 years and change and the precursors to them that we know of which are still pretty similar and not just a big cloak or whatever only about 100-200 years longer. Underwear of some form has been around far longer than that and the wealthy people who popularised kilts hundreds of years ago would have been the type who might have worn it (whether they actually did or not with kilts I don't know).
