I reckon there's a fair bit of immunity at this stage. The places that have seen spikes are less populated and probably didn't get as exposed to the virus previously. Glasgow on the other hand hasn't seen a major rise in infections despite being the most populated. I'm sure people in Glasgow aren't being any more careful than the rest of the country.
