These costs are often massively over-inflated. As a group of flat owners you should seek legal advice to represent you. For a relatively modest sum you will no doubt save a significant figure in the long run. A common tactic is for unnecessary costs to be tagged onto essential repairs, which could be done much cheaper individually. Factors often have an incentive to go with certain building firms, and so won't do the leg work for you.

I wouldn't refuse to pay unless you are sure the work is unnecessary, and you take advice on that. You might not have to pay up front, but if the work is deemed essential then the other homeowners will need to cover your shortfall. This will make you a) unpopular and b) they will potentially (probably) take legal action to recover their costs (plus legal fees) after the work is completed. A bad situation.
