1. An estimate is just that, an estimate. The surveyor will tell you what needs doing, but the builder's quote is what tells you the cost. The factor (if they're doing their job) should be gaining approval from the owners to carry out a tendering exercise. This is where they ask at least 3 competing firms to provide formal quotes based on the surveyor's report. That's when you'll know how much it will actually cost. Sometimes they will provide a choice of quotes depending on whether they just do the essential works, or some of the 'nice to have' stuff also.

2. Yes. It does not matter whether works have been instructed. The fact is you know the building requires major work, so you must disclose this.
