Depending on how things are being handled, it may only be a majority required. Even if a council grant is in the picture, I know there have been situations where if enough owners have been in favour the council have relaxed their rules on unanimity, as it is in the council's interest for buildings to be repaired now rather than having them deteriorate further and paying more later.

We are in the fortunate position of having enough equity to remortgage as we don't have the cash lying around. I would reach out to the factor directly and ask them to explore what payment options (possibly administered through the council's missing sares scheme, I'm not sure) might be available should things progress, as I'm positive you won't be the only owner in your position.
