* It's targeted in response to an increase in cases, specifically traced back to house gatherings. Not saying this will have been the only cause of transmission in recent days, but it will have likely accounted for high numbers of the rise in cases - taken from what Ross Greer (Green MSP) was tweeting last night after he'd been to a parliamentary scientific briefing on the announcement.

* It's possible that some % of the case rate rise has been caused by pub/restaurant transmission too. Evidently though it's not at the point where it is on balance worth taking the nuclear option of banning hospitality services - lots of places are saying another lockdown, even short term and local, would be the end for them. So, my assumption is the govt will bring in a hospitality ban if it is needed, but only when they absolutely need to, and no sooner than that. Especially not just to make the rules *look* better.

* I guess also pubs and homes are very different environments. You'll have mandatory contact tracing in pubs, mandatory cleaning being carried out, servers wearing face masks, cleaning gels provided, distances between tables, and importantly - you and your mates will be being "supervised / monitored" throughout your visit. None of this is the case in homes.
