This doesn't require an explanation because its been in place for over 2 months now. Go and read.
There isn't a responsibility on a restaurant or pub to tell you this. Its government issued advice to the public, not to restaurants. Restaurant advice is about distancing, mask wearing, sanitising and track and trace.
If you're about to meet up with a group of over 3 households (and over 8 people) in an indoor setting then you're already breaking the rules. Don't wait for a restaurant to not enforce it, enforce it yourself.
