Registering as your landlord to avoid council tax is fraud. It doesn't affect your entitlement to use the NHS but you would need to pretend to be your landlord every time you got in touch with the council for say a special uplift or if you took stuff to a CA site. Your council tax bill can also be used as proof of address for a few things so it's useful to have.

I don't know what the penalties are for it, but it really isn't a good idea.
