| Comment | I used to live in one.
There was a hatch in the common area for access (padlocked) and a hatch in each top-floor flat. Insulation was down to the flat owner, not the factor. Government grant, contractor and a few hundred later, *boom* insulated roof.
I then added stilts and overboard so I could still use if for storage.
You would probably need visit each flat (or at least ask specifically) to see how the access worked. |
