Nobody bothers, and I've never heard of it being enforced outside of very fancy areas. I'm in a conservation area but a glance along the street and there's tens of different types of non-compliant windows out there.

*Technically* it could make the place harder to sell, but if you have a flat in any of the conservation areas you're not going to be short of buyers who will overlook it.
