Utrecht has motorways round most of the perimeter of the city, so long-distance traffic wouldn't have to use a city centre motorway. Glasgow had plans for various outer ring roads (as far out as Eaglesham and Torrance) but they were never built so all traffic is funnelled through the M8 and M74.

Putting a lid on the M8 near the Mitchell Library would help connect the city centre with the West End, and there might be other places where similar improvements could work. But I can't see how you could get rid of the road completely without the whole of the west of Scotland grinding to a halt.
