Approaching many people on an industrial scale like what these PUA do probably shouldn't be allowed, but they'd probably have to create a new law to ban it.
At the same time they could ban these 'charity muggers' or 'chuggers' as they similarly approach people on an industrial scale but with different intent obviously, but they're also extremely annoying.
