I love the cap idea to reduce noise but I don't really see how it will connect the city centre to west end again. There's so much traffic passing through charing cross anyway, and around mitchell library in particular there's just offices and flats. It's not an attractive area in general. They'd be better off using it to provide parking to residents from surrounding areas.
