You can make a case for any of them but first is ideal in my mind. You steal some of downstairs heating, can leave all your windows open whenever you want and nobody is walking past and looking in.
Definitely think roof is more of a ‘you’ issue if you’re in the top flat though. 6 weeks to get everyone to chip in to fix a leak is less reasonable when it’s in your gaff
