My intuition is that it's to stop customers flocking to smaller restaurants/pubs who might feel comfortable flouting the rules on the low. Sure, the nearest Prezzo might only sell food, but if people get word that X Pub or Y restaurant is giving out pints on the sly then things could get a bit messy.
