Pubs and restaurants have contributed to 25% of new cases in the past month. Most are doing what they can do, we appreciate that. But some are clearly not.
Presumably you understand why this action is needed and don't really consider it a punishment? You're allowed to be angry and understanding at the same time, they're not mutually exclusive.
