There are quite a few reasons why they've said cafes can stay open, the main one was to help prevent social isolation for people who need the contact.

Sturgeon said yesterday that if there's confusion around it then unfortunately they'll have to come down on the side of preventing the spread of covid and close them all.

Cafes are usually small, seat less than or around 20, you can't usually pre-book a table (so less likely to have a big group of 6), less likely to have 6 people from different areas and households turn up at a cafe to meet for dinner than at a restaurant. (I know that was against the rules anyway, didnt stop people doing it).

The queues actually show it's working, all of those people outside would be inside somewhere else, and there's probably quite a majority of people not wanting to wait in queues who would've went to a restaurant if it was open.

They're not just leaving cafes open for a laugh, it's so there's at least an option for people to meet if they feel the need for interaction.

Honestly, they are trying to make really hard decisions for the good of the whole country. It's not like they've not thought about it. They're trying to avoid a much harsher lockdown.
