Asking the potential tenants to pay either a referencing fee or a holding fee (even if refundable) is illegal under the latest Scottish housing act (I think it's 2017 but you would have to Google it). They are shady as fuck. Given the market for renters, you may want to proceed anyways, but be aware it's a big red flag!
