The logic was/is - the government are trying to limit the amount of interactions households are having to prevent the spread of coronavirus - they closed restaurants and pubs to do this.

They left cafes open so that there were still places people could go to interact and prevent isolation.

Obviously closing restaurants and pubs limits the interactions people are having.

They have been explaining this exact thing on the daily briefings for the last 2 weeks every day.

If you don't understand try watching some, or read the government advice on their website.

Of course the virus isn't less likely to spread in a Costa, but it's less likely to spread as it would in a Costa AND a eusebi's AND a the counting house.

Only having 25% of food places open obviously reduces the risk.
