ADSL depends greatly on your proximity to the exchange. My old.flat could get 80Mbps down (I forget the up) but where I am now would struggle to get 14Mbps down.
If you don't have Hyperoptic, Vodafone Gigafast or whatever, your only hope is Virgin and they have huge holes in their network.
