I my view it does matter. In the same way that going from a tier 3 to a tier 2 has the possibility of you being more at risk of spreading it, you still have that risk of spreading it going into any other tier 3 area. Not only that, but you’ll also be more at risk than you would be going to a lower tier.
But obviously the exceptions apply, like childcare
