Even then the change in class may not be allowed.
With respect I don’t think people are just going to dish out free advice on LinkedIn for such a complex issue as they may be held accountable by yourself if anything goes wrong and also it’s such a complex issue they’d probably want payment for their time.
The council will pretty much tell you to hire a consultant if you approach them for advice too - I’m in a similar industry and if people ask for advice we always say go with a consultant. It’s very very rare people don’t and when they don’t they often get a lot wrong and get their application rejected.
