So there should be a landlord registry held by the local authority - try that;

Search the postcode and select the address from the drop down. If they’re using an agent it will give the agents address if not it’ll be their address...... just a heads up that I had addicts opposite me once and the landlord was in the Seychelles (overseas landlords should be abolished I feel!).
However I suspect someone renting to junkies may not be registered as a landlord......
