Where are you exactly looking and what is your budget? From my observations, most places go around HR value. My mate just bought flat in Hyndland for 235k (HR Value) and sold his at Thornwood at 131.5k (130k HR Value). A flat I was looking at in Hyndland went for closing date for 295k (10k above HR). Have not seen flats going for 15-20% above HR. I am sure there are some but I would expect to be an exceptions rather then normal thing.
