Another factor is the cladding problems post Grenfell have come to light in Scotland just in the last year or two, so basically any flats built post-2002 or so are unsaleable at the moment (or more accurately, unmortgageable). I know Scottish cities don't have as much as others in the UK but it is a large part of the city 1-2 bed flat first time buyer stock that is out of the market at the moment.
On the other hand, if you were a cash buyer there would be opportunities to get new build flats (with parking etc.) at knockdown prices (hoping that Scottish government will step in at some point with remediation, whether directly or by putting pressure on the builders).
