Because ideally we need to close both, but as a pragmatic compromise that still allows people living alone to have somewhere to go to meet people.

It's not a scientific analysis of which is ok, it's just a compromise position between 'everything shut' and 'everything open' where we can have 'some things open but not so many it leads to a big surge' which would be the case if both cafes and restaurants were open.

Cafes are prioritised because they tend to serve more people who are vulnerable/lower income, and people spend less time in them so there is lower potential for spreader events.

This is your weekly reminder that 'X being closed' does not mean 'X is to blame'.
