Raising taxes on people during a pandemic, and just before the biggest upheaval in many people's lifetimes wou;d not go across well. People are worried for their jobs, and worried about rising costs of food and energy. Raising taxes on top of that would be massively unpopular.

I'd ordinarily happily pay more taxes if it could be ringfenced for the NHS, emergency services, social care, education rather than being spent on increasing council leader salaries. Right now, I'd much rather not, I'd rather have the money for food and bills. I expect most people are in the same boat in this regard, and I don't know how popular a tax raise would be at any other time, even if it was ringfenced
