That would be an unfair clause and would be thrown out. If you are responsible for the bills you are allowed to change the provider and get a smart meter installed.

The landlord can however ask you to switch the provider back to the original provider when you move out, never seen them enforce that all the wanted was a copy of the closing statement so they knew it was paid off and who it was with.
