Scotland implemented additional measures before England, when they were actually necessary. Because of this, large areas in Scotland are still able to have business operating and people retaining some kind of normality, which is not the case in England. I don't know how this can be seen as being as bad as England. Scottish covid cases are lower than England and we've managed to avoid a full lockdown, instead opting to actually focus on problem areas because measures were implemented before they were desperately needed.
