It's his dad's bday once a year and if that visit is something he needs right now then what's the problem. He's not responsible for covid and this wouldn't make any difference so idk why people are being so anal about the rules with this one guy. There are no travel restrictions if you're attending a funeral with up to 20 other folk so why do you give such a shit about one household going to edge of their tier to mourn alone outside?
